Plans for additional dwellings near Hartlepool Country Park are about to be decided.
Plans to build additional homes on land near the Summerhill Visitor Centre may finally be authorised at a key meeting.
The planning department at Hartlepool Borough Council has received proposals for nine three and four-bedroom dwellings at Southbrooke Farm, located off Summerhill Lane.
A similar application from Mike Dickinson for 14 properties was previously refused by the local authority’s planning committee in 2021, and an appeal to the national Planning Inspectorate was later dismissed.
The most recent proposals from Compass Developments (NE) aimed to build the same number of dwellings before being lowered to nine during the application process.
The plan would comprise two three-bedroom homes and seven four-bedroom sites.
The council’s planning committee will make a decision on the proposals when they meet on Wednesday, February 18, and officers will suggest that the application be accepted.
It states: “In the overall planning balance, weight is given to the positive advantages of the proposal, particularly the enormous benefits of bringing a brownfield site back into use.
“In view of the consideration of the economic, environmental and social benefits of the scheme (including the biodiversity contribution), it is, on balance, considered that the development is acceptable.”
The approval would be contingent on the fulfilment of a section 106 legal agreement that secures payments from the developer to offset the scheme’s impacts.
This includes £10,000 for borough-wide biodiversity compensation, £2,250 for built sports facilities and green infrastructure, £2,099.61 for playing fields, and £513.18 for tennis court renovations.
According to a planning statement from JT Planning, the applicant “remains committed to contributing to local infrastructure” as well as repairing the “dilapidated state of the land”.
It adds: “The proposals are considered to be high quality in design and would deliver much needed housing for the local area.”
There have been no objections to the proposal, and the council has received 23 comments in support of the scheme.
