Blackburn Rovers parking crackdown to see number of traffic wardens doubled.

Parking enforcement near Ewood Park on Blackburn Rovers match days will be increased.

Nearby homeowners routinely complain about traffic congestion caused by around 14,000 home and away fans travelling to and from the stadium.

Blackburn with Darwen Council plans to increase the number of parking enforcement officers from two to four, following a successful trial scheme that began in January last year.

A primary role of the team, outsourced to a contractor, will be to address inadequate parking at Blackburn Rovers home games.

Blackburn with Darwen’s environment chief, Cllr Jim Smith, suggests a new contract for parking enforcement services and support to supplement their own parking wardens.

It states: “In January 2024, parking services entered into a pilot with NSL Ltd to provide two additional parking enforcement officers to work primarily during the evenings and weekends when the council’s civil enforcement officers are not on duty.”

“The two officers employed by NSL Ltd would also provide additional parking enforcement assistance at Blackburn Rovers FC home games.

“The pilot has been successful, and we have achieved a significant increase in the number of enforcement actions we have taken against parking contraventions, in particular by the two officers during the evenings and weekends and at Blackburn Rovers FC home matches.”

The municipality claims that it’s “proposed that parking services undertake a procurement process to secure additional parking enforcement support of four full-time parking enforcement officers” . It states that this will “provide more resources” to perform the following duties:

It adds: “The council’s procurement team has recommended that a mini-competition be held using a framework through Crown Commercial Services, and that a contract be awarded to the supplier who submits the most advantageous tender.”

“The council’s civil enforcement officers work mostly Monday through Saturday, from 8 a.m. to 6 p.m.

“The council receives regular complaints from people regarding unlawful and irresponsible parking in the evenings and on weekends when there are no civil enforcement personnel on duty.

“The pilot has been a success, and the parking enforcement crew has dealt with much more parking violations, particularly in the evenings and weekends.

“Residents have also expressed appreciation for increased parking enforcement during Blackburn Rovers FC home games.

“It is recommended that the contract for increased parking enforcement support be for two years, with the option to extend the contract for another two 12-month periods.

“If more parking enforcement support is not secured, enforcement of parking violations will be reduced since there will be no parking enforcement in the evenings and less parking enforcement on weekends.

“There will also be a reduction in the amount of parking enforcement taking place during Blackburn Rovers FC Home matches.”
