“But we have played a constructive role, identifying the opportunities that may arise.

“Working with partners across Essex, we have contributed to various proposals, encouraging others to do the same and share their data and understandings, mindful that we will need to collaborate after the government has made its decision, to shape a future that works better for our communities.”

“The current recommended five-unitary council option offers an economically viable road ahead, putting people and location at the core of decision making.

“But I look forward to hearing the views of councillors before making a final decision, in the best interests of Colchester residents.”

Three of the proposals propose forming a new unitary authority that combines Colchester, Tendring, and Braintree, while a fourth, led by Essex County Council, would include Uttlesford.

Another option is to combine Colchester, Tendring, and Maldon into a single authority. Colchester’s current chosen model is the Proposal for Growth: Five New Unitary Councils in Essex.

Most Essex councils support this option, Colchester’s cabinet has endorsed it, and Colchester councillors have shown cross-party support in principle.

The council stated that this model prioritises the area’s uniqueness, community voice, and place-based decision-making. Colchester Council has committed to keeping residents at the core of the LGR process.

Regular feedback sessions with the council’s resident and young resident panels are utilised to collect public comment, which is subsequently used to inform the council’s strategy.

Following the full council meeting, Mr King will assess the debate results and may seek more cross-party input before declaring Colchester’s final position.

Meanwhile, Colchester continues to collaborate with adjacent authorities and Essex County Council to determine the best outcomes for individuals, businesses, and communities in north Essex.

Throughout September, all four LGR ideas will be published on the Essex LGR Hub website, essexlgrhub.org.

The final suggestions will be submitted to the government on September 26. A public consultation is planned later this year, with a final decision expected in early 2026.
