Cardiff Council is considering dramatic changes to the city’s parking system, such as introducing new licenses and charging higher fees for larger vehicles.
Cardiff’s parking situation could soon be changed, with new permits and limitations, such as an SUV fee, being implemented. In 2024, Cardiff Council launched a consultation on its city parking plan, which intends to eliminate commuter parking, promote active commuting and public transport, and enhance air quality.
Other restrictions that will be implemented if the council’s cabinet members adopt the plan on Thursday, October 16, include motorcyclists being required to park in resident bays and the phasing out of parking licenses for city centre residents.
The plan also aims to enhance parking for specific groups, such as carers, who will be able to apply for special licenses. Instead of being implemented all at once, the new parking limits and requirements would be phased in over the course of around 10 years.
When the council’s parking plan was first unveiled, it drew criticism, notably from students who believed they were being treated unfairly due to restrictions on parking permits for student-only houses.
Since the consultation period, the parking plan has been amended to reflect a number of modifications, such as certain student-only residences staying eligible for parking permits.
However, the visiting permit allocation for certain properties will be reduced by half.
One of the primary parts of the parking strategy would be the division of Cardiff into various parking management areas (PMAs).
There are three areas: the city and civic core, the inner area, and the outside area. Each area will be broken up into controlled parking zones (CPZs).
