Further planning permission extension sought for Dundee student accommodation build.

Amid deteriorating market conditions, the developer behind a permitted student housing complex in Dundee’s city centre has requested to extend the planning permission by another 18 months.

KR Developments and 56Three Architects were granted planning permission to develop a 242-bed seven-story building on the site of a former nightclub on South Ward Road in 2022, and the consent was extended for an additional 18 months in 2024.

 

With that extension about to expire, the applicant is requesting another extension so that development may begin no later than May 2027, claiming worsening market conditions as the reason for the delay.

According to the applicant’s planning statement: “Unfortunately, since that time, the commercial market conditions have proven to be very challenging for developers with the lasting impact of the Covid-19 pandemic, increasing construction and materials costs, and the general economic climate all accounting to further delay in achieving set delivery timescales.”

It continued, “A large amount has been invested to far in completing the concept, and it is still the goal to develop the site for student accommodation, which is believed to be the most appropriate use for the site.

However, for the reasons stated above, it has not been possible to progress all matters in order for development to begin within the stipulated time frame of three years.

The statement also mentions recent data on student demand published by CBRE in February 2025, which showed an unmet need.

According to their market study, there are presently between 9411 and 10151 full-time students in Dundee who may require but cannot obtain purpose-built student accommodation.At the time (February 2025), CBRE estimated a 2799-bed pipeline.

Assuming a pipeline of 2858 beds, the remaining unmet demand ranges between 6553 and 7566 beds if they are developed. According to data, the student population decreased by 9.9% in the 2024 term.
