Housing site to be used as temporary car park.

The location where a 1970s office building was dismantled last year will be utilised as a public parking lot for about 250 drivers.

Norwich City Council has granted authority for the former Marsh office complex site on Queens Road to be used as a car park for 18 months.

Zive Capital, a residential investment group, purchased the site with plans to rebuild it into 400 dwellings. The structure was dismantled in August 2024.

While the developer has not yet submitted plans for the dwellings, it expects to gain revenue from the car park area before the project can proceed.

According to the Local Democracy Reporting Service, people complained that the car park had been open for two months and was causing traffic problems.

Karen Davis, an independent councillor, spoke for people who had opposed during Thursday’s planning committee meeting. She stated that there is no proof of a requirement for parking. Both park and ride services use the bus stop next to the property.

“This will dissuade drivers from choosing suitable options.” However, Jason Tucker, who represented planning consultancy firm Peacock and Smith, stated that the site created a “sense of neglect”.

“We are proposing a structured, well-regulated use from 06:00 to 23:00 daily,” he indicated. The committee decided in favour of the parking scheme.

Councillors were informed that lighting and minimum tariffs would need to be satisfied, and that drivers would be charged £8 for all-day parking.
