According to the planning officer’s report, “The application site is a commercial plot of land located within the settlement of Blackburn and the Copy Nook Secondary Employment Area.” Commercial land uses surround on all four sides.
“This application seeks partial retrospective clearance for the construction of two single-story storage buildings with auxiliary trade counters, as well as the relocation of an electricity substation.
“The application is a resubmission of application 10/20/1024, which expired because no conditions were discharged within the required timeframe.”

“A service yard and parking lot would be built to the south of the proposed units. “The electricity substation would be moved to the back of the proposed units and encircled with palisade fencing.
“The proposed units would be in the style of a number of comparable business buildings in the surrounding area. “Their style would be typical of modern commercial buildings, and this project would have no notable visual implications once completed.
“The proposed scheme calls for two large complexes that, when completed, will have a modern yet industrial aspect.
“While the flats are located within a larger industrial estate, the planned materials would offer a dramatic contrast to the existing brick buildings of the former company.
