Two arrested as Hartlepool Police crackdown on ASB problems ‘plaguing’ the York Road ramp.

Two persons have been arrested following a police raid on anti-social behaviour in a well-known trouble zone.

Hartlepool Police issued a dispersal order on Saturday, September 13th, to remove suspected yobs and beggars from the York Road ramp near the shopping centre. Begging, antisocial behaviour, and public order violations have all been prevalent in the region.

“Officers from Hartlepool Neighbourhood Team handed out five dispersal notices relating to anti-social behaviour to people in that area.”

A man was detained for not providing his details, while a lady who returned to the area after receiving a dispersal notice has been charged. She will appear in Teesside Magistrates’ Court on Wednesday, October 1st.

The police action comes as Hartlepool Borough Council announced that the public will be consulted on the implementation of tougher powers to deal with disturbances on and around the ramp.

The restrictions, which would be part of a Public Space Protection Order (PSPO), might include prohibiting the consumption of alcohol in public and making refusal to hand it over on request a crime.

Restrictions against riding skateboards, scooters, and e-bikes in a way that could cause damage or disturbance in the area may also be implemented.

The council’s neighbourhood services committee approved the public consultation exercise at its most recent meeting, stating that it will likely take place in October and November.

Councillor Karen Oliver, chair of the committee, stated, “If we get that support, I believe this will have a significant positive impact for us as a town.”

The group was additionally informed that “there is already evidence of activity taking place which is having a detrimental effect on the quality of life of those in the locality” .

Flouting a PSPO is a criminal violation punishable by a maximum fine of £1,000, though breaches can be resolved with a fixed penalty notice of up to £100.
